It seems that the meter never shows the tanks being less than 1/3 full. That is after the pump runs free and there is no more water being expelled, the meter shows 1/3 full.
I recognize it may be the meter, but am wondering if i ought to just put the 3.5 inch drain hose on and see if it wlll empty any more. Any other suggestions. Is there a way to see the tanks to make a visual inspection in both tanks?

The tanks are black and ours are wrapped, no visual inspection possible. Although you may be able to see down into the toilet that your black one is full, but not empty.
I used to think it was the meter and gunk stuck on the sides, but that doesn't explain a grey that never shows empty. And they would show 1/3 even after a thorough flush and pump out with the Sani-Com.
At the end of the season I used the 3.5" sewer drain and now the gauge does in fact read empty. There was a few gallons (less than 5) remaining in each even after the pump ran dry. I suspect the pump is not capable of draining the tanks completely in my rig ... a 2010 Sprinter 2350.
