It might be different on your 2007pc, but mine required a long #2 phillips screwdriver. Depends on the type of headlight. Mine is the aerodynamic that can only be adjusted vertically. Leveled the pc, set-up a target 25' from the headlights, ran a line from the center of the headlight (marked on the lens) to the target to find the level spot on the target (since I don't have 25' of level surface), used masking tape to mark a horizontal line at this point, turned on the lights, blocked one light (I believe this is necessary for the aerodynamic light only), then adjusted the light down so that the top of the bright area met the horizontal line. Repeated for the other light. Obviously, I filled the water tank and added weight to the front seats to simulate people.
