Can the Ford front wheels be replaced with Alcoa wheels, but leave the Ford steel wheels on the rear?

Absolutely! But it might look odd.
Keep in-mind that if going with Alcoa wheels, whether some or all, you do eliminate the option to rotate your tires because the fronts have the polished finish on one side. The rears are polished on the other side. As for me and tire-rotation, I practice it well on all our 4 wheel vehicles, but never on our PC or previous motor home. I just leave them be.
With our first motor home, I would go through front tires much more quickly than the rears so I replaced them more frequently. It is amazing how quickly you can ruin your motor home's front tires when driving across the Great Plains when there is a very strong consistent broad-side wind for days-on-end. The steering correction for that condition will chew up (or chafe) one side. The front tires on our PC don't look so good right now for the same reasons, but there is still enough thread depth to let it ride rather than toss money to the wind by replacing them.
