For what it's worth... I simply removed the insulation on both Grey and black tanks. In MY mind, the insulation really serves no purpose. That's because the drain lines aren't insulated. I have been on a few trips where it got as cold as 7 degrees and the drain lines still froze even with the tank heaters on. Thus, I couldn't drain the tanks anyway. Once it got above 20 degrees, then the drain lines were OK, but that was almost 1,000 miles down the road. That was with the insulation in pace.
The tank heaters still work, they are under the insulation, so removing the insulation doesn't matter.
That's my view anyway. Others views may vary.
