Seeking advice on visiting Mt. Rushmore/Black Hills without a toad

Hi everyone! We are planning a 3-week trip out west, leaving in early September. Our plans are to visit friends on the way, then head to Mt. Rushmore/Badlands, Cody WY, Yellowstone, possibly Rocky Mtn. National Park before seeing family in OK and heading back home (lots of time on I-40 there).  We are not taking a toad.

For Yellowstone, we are staying in West Yellowstone 3-4 days so we can leave the PC at base camp and either rent a car or do tours. But I haven't been able to find something comparable around Keystone or Hill City for the Black Hills area--we'd like to see the Needles Highway and other scenic drives where the PC wouldn't be suitable. It looks like Mt. Rushmore itself in the PC doesn't seem to be a problem. Any thoughts or suggestions?

We did this trip in Sept. 2010 but we did tow a car.  We stayed at Broken Arrow Campground in Custer since it was a Passport America park for $15 a night full hookup.  Nice park, but they do cater to horse owners.  It was not a problem for us.  GREAT location!

We did Needles Highway, Mt. Rushmore, Crazy Horse, Jewel and Wind Caves NP, Hill City, Mammoth Site, Custer State Park.

There is a campground shown online called Gulch Campground that gets good reviews that also has car rentals.  Info is at  www.blackhillsrv.net.  We have never stayed there but I did notice they have car rentals.  You can check www.rvparkreviews.com for other recommendations on campgrounds in the  area.  We found Custer to be the perfect location for a base camp for sight seeing in the area!
