Unfortunately, a common problem. Among those of us with earlier vintage rigs, especially. Plain and simple. UV rays cause the clear coat to dry out or become oxidized. Dry clear coat begins to flake and peel, showing white flaky areas where the coat is peeling.
When we purchased our Phoenix Cruiser, it was used and had very low mileage. It had clear coat peeling. Only on one side. Not a concern for me. While parked outside, awaiting covered parking, the blistering continued. I did some abatement measures and placed the unit in covered parking. The blistering hasn't expanded since.
If the clear coat peels out and the paint layer is damaged, your vehicle will need a complete paint rework which is an expensive process. Fixing clear coat damage at an earlier stage will not only save your money but also time and frustration.
