MCO and registration....
« on: October 07, 2019, 06:57:03 pm »
Because I live in Massachusetts, the temp plate usually issued by PC when you pick up a new RV from them will not work.
Instead I need to bring an MCO (Manufacturers Certificate of Origin) alog with a bill of sale to the Mass RMV to get plates issued so I can drive my new 2552 home.
Makes sense. And everything was going well.
Campers Inn of Jacksonville sent me the necessary original paperwork by UPS on Friday for Monday delivery.
Unfortunately UPS has dropped the ball. After several conversations with the local UPS distribution center, it seems that my envelope arrived there and was scanned as it went onto a truck and has not been seen since. As of right now they have lost my paperwork.
We were planning to start our drive to Elkhart today for pick up but now in limbo.  pyho

Question: The package contains two MCO's. (we have digital copies) One from Ford showing the transition of the chassis from Ford, to a Ford dealer to Phoenix to Campers Inn then to me.
The other is for the coach which originates from PC, then to CI then me.
BOTH show the same VIN.
Do you know if the Registry of Motor Vehicles needs both MCO's to register the vehicle?
I assume it would be much easier and quicker to get registered if we can just use the MCO from PC as they can issue a new one fairly easily but involving Ford and the Ford dealership will likely add delay.
My insurance agent wasn't sure if both were needed.

Well... Obviously I have zero idea on how Massachusetts does stuff other than what you have stated.

However, since the laws on car titles are "mostly" uniform due to federal requirements... I can tell you what worked in Colorado.   And, having spent 26 years as a cop in Denver, also know a few (now 22 year old) interstate compact provisions.

Interstate compact requires all states to recognize all other US states license plates (temporary and permanent) and driver licenses. Thus Massachusetts law enforcement are required to recognize temporary tags as valid (as long as they haven't expired).   Your DMV won't accept that as a "proof" of origin or ownership though.

So you can drive with Indiana temp plates to your home.

Colorado requires an MSO (manufacturer's statement of oragin) from the vehicle manufacturer.   Ford is not the manufacturer, PC is, as the chassis is an incomplete vehicle...no different than any other individual part or combination of parts that go into a complete vehicle.

Meaning... The MSO from PC, the bill of sale from CI, proof your vehicle is insured and verification of the VIN from whatever agency in Massachusetts does that.  If the PC was financed, DMV needs a copy of that paperwork too.

Plus, of course, $$$ to pay tax, tag and title fees

Massachusetts DMV should be able to give you the exact particulars.

Thanks for the info Don.
For tonight, I am holding out hope that UPS will find my paperwork. (helps me sleep)
Failing that, I will ask PC to send a new MSO as soon as possible and start the process for a Ford one.
Assuming the PC MSO will get here first we will attempt to register the vehicle based on just that and the Bill of Sale (and tax $$).

What you are saying regarding the temp plates being suitable to drive the rig home makes sense to me  but I have been told by multiple people including Campers Inn that it just isn't so.
However I will be digging deeper on this if need be.

Thanks again, Jim G.

Thanks for the input Frank. As it worked out, UPS found the envelope the next morning and made a speedy delivery. So turns out to be just a one day delay in my travel to Elkhart plans. So we showed up at the factory, plates in hand and started our PDI this afternoon. Overall very happy with the way it looks but there are a few things need to be resolved. More later on that.

Frank, I find it interesting that you only needed the PC MCO. The registry took both of mine and based the registration on the Ford MCO which is a 2019 vs. the PC which states 2020.
