Title: 2006 2551 Phoenix obd-ll plug ?

Hello does the 2006 e350 2551 Ford Phoenix Cruiser have a OBD_ll plug for diagnosis codes that I can plug into?

I can't find it.

Yes, it's directly down from the steering wheel, under the lower "knee" trim and back an inch or two.  It *may* have a blue plastic cover.
